Phil Hands added to staff at Wisconsin State Journal

Wisconsin state journal editorial cartoonist Phil Hands has been added to the staff roster after eight years as a freelancer. He’ll continue to do three cartoons a week and a caption contest. As a staff job, he’ll continue to draw the same number of cartoons but will also manage the features pages including the comics, puzzles and advice columns.
