I have nothing to add to this except that it's Dave Coverly's "Speed Bump" and it really cracked me up.

Speed Bump is one of my favorites; fortunately my local paper carries it. I once had a nice email exchange with Dave Coverly regarding how the paper once miscolored one of his comics. He ended up sending me an original panel which was a nice thing for him to do.
BTW, that comic reminded me of this video, except the concept is reversed (a security camera catches a small girl crawling into one of those arcade machines):
