I thought i recognized Sen. Joseph McCarthy in 19, and (though had to cheat and google the other guy) that’s Joseph Nye Welch with him.
20 (with Judy garland) might be Ethel Merman.

Still wondering about 14 — looks like Lucy, but that can’t be Desi. He could almost be Howard Duff, if she looked more like Ida Lupino.
